ESSA Mission

To allocate funds from Every Student Succeeds Act as outlined in the NYS ESSA grant. The Salamanca City Central School District is considered a district wide program allowing for support and services in all 3 buildings.

  • These funds include $ to any private/parochial school, in which a student that resides in Salamanca and qualifies for Free/Reduced lunch, attends.  This also includes any student that resides in Salamanca and qualifies for Free/Reduced lunch and attends St. Mary's School for the Deaf.

    • This grant is open for application sometime in July and Due by 8/31. 

    • The grant Cycle runs from 9/1 - 8/31 yearly

    • % of funds can Roll up yearly based on certain circumstances

Current ESSA grant funds applied for and utilized within the Salamanca City Central School District

Title 1 A - Improving Basic Programs Operated by LEA's: ELA/Math needs: Provides supplemental financial assistance to school districts/schools with a high percentage of children from low-income families, to provide all children a significant opportunity to receive a fair, equitable, high-quality education and to close educational achievement gaps.

  • Under ESSA, Title I, Part A provides funds to local educational agencies (LEAs) – Public School Districts, Charter Schools, and Special Act Districts – for the purpose of providing all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps among groups of students. Funds are allocated through four statutory formulas that are based primarily on census poverty estimates and the cost of education in each state.

Title 1D - Neglected and Delinquent Education: location specified based on location within district boundaries

Title 2A - Supporting Effective Instruction: Designed to advance excellence in teaching and learning and to promote equity in educational opportunity throughout the State.

  • Increasing student achievement consistent with NYS academic standards;

  • Improving the quality and effectiveness of teachers, principals, and other school leaders;

  • Increasing the number of teachers, principals and other school leaders who are effective in improving student academic achievement in schools; and

  • Providing low-income and minority students greater access to effective teachers, principals, and other school leaders.  

Title IVA - Student Support and Academic Enrichment: Provides supplemental funding to help provide students with a well-rounded education, improve school conditions and improve the use of technology.

  • Generally, the SSAE program funds may be used in a wide range of allowable activities within the three Content Areas listed below:

  • Well-rounded educational opportunities (WRE) described in ESEA Section 4107;

  • Safe and Healthy Students (SHE) described in ESEA Section 4108; and

  • Effective Use of Technology (EUT) described in ESEA Section 4109.

Title V - Rural Education Achievement Program: Provides additional resources to assist rural districts in meeting state definitions for the New York State Accountability System.

  • The Rural Education Achievement Program, or REAP, was established in ESEA/ESSA Title V, Part B, to provide additional resources to assist rural districts in meeting state definitions for the New York State Accountability System. Formula allocations are provided to approximately 180 districts in New York State each year that are identified as meeting eligibility requirements for one of the three REAP programs, if applicable.

  • These three REAP components are the Small, Rural School Achievement program (SRSA); the Rural, Low-Income Schools program (RLIS); and REAP Alternate Use Authority. SRSA is administered by the US Department of Education, and RLIS and REAP Alternate Use Authority are administered by the New York State Education Department. 

  • District eligibility for one of the three components of the program is determined by a number of variables including regional density, school population, census poverty data, and the amount of districts’ other NCLB Title allocations. Every year NYSED provides updated information to USDOE, which then calculates LEA eligibility for both program components using this and other data sources.
